I may have been too broad in my comments that mods are cheats. Some are just plain funny, like ringo the flamingo and the different suits of clothing and the seasons mods and i could go on and on.
You make a good point here, and i agree that there are many mods that are not cheats. There's a lot you can add without breaking the gameplay, so I wouldn't say it's unfair to use mods and get achievements at the same time, especially when you can use console commands to teleport everywhere or move through walls, turn yourself invincible, and Insta-kill everything with the press of a button, but that's fine.
